The Hotel Harrington at 11th and E Streets, NW, in downtown DC, is definitely the best buy in town. Its rooms are funky and sometimes even funny-looking but they are clean and the clientele is very nice. You really can NOT beat the convenient location, within walking distance of the White House, Smithsonian Museums, the Ford's Theater, and many other worthy attractions. It's one block from the subway, and across the street are ESPN Zone and the fabulous E Street Cinema.
Stayed there when I was in 5th grade in March 1980 when the entire 5th grade took the field trip to Washington, D.C. Unfortunately doesn't look like its changed much.

I stayed there for a week this march. It's old, but very clean, and in an outstanding location - you can walk to most tourist sites. It is a block from a metro (subway) station should you want to go to places farther out, like ARlington National Cemetery, etc.
