I think the answer is no, but PWM can mean many things. This is a 3 pin fan, delta does make some 4 pin PWM fans, but it's not this one.
It can be run on a 3 pin PWM fan controller such as a crystalfontz, and I think some of the lamptron controllers are also PWM based.
But I wouldn't recommend PWM over voltage unless it was a 4 pin PWM fan which this is not.

@Martinm210 Thanks for the reply. May I ask if the cpu_fan output on the motherboard (gigabyte x58-usb3) can handle 1.6 A? and 3.2A? I'm thinking of installing two of these on a megahalems.

Not sure, but I would assume no. It's probably a good idea to run any of the 2000RPM+ deltas straight from a molex off the PSU. You might check with in the Gigabyte forums though. I did a quick search and couldn't come up with anything myself.
