The dog would be ok then, but you would be crazy to try and drive up there at that time of year. You have to park at the bottom at the Red Creek Trail parking area and walk up. That's where I got the 1,400' elevation gain from. I drag a sled up that road as practice to climb in Baxter State Park in Maine. It is one of the hardest hills I can find with the nastiest weather conditions.

Depends on what kind of dog. I was headed up there today but had car problems and came home. Right now they are ass deep in snow and the temperature at the bottom of the mountain is 1 degree F. Where I took that video is about 3 miles in and 1,400' elevation gain up. Probably further than I would want to let a dog go postholing in the snow. Lots of hunters let their dogs run up there though and the season just ended.

Well it would not be prudent. There was no problem this day but weather in the winter and particularly at Dolly Sods can change fast. Snowshoes don't weigh a lot. It is safer to carry them than wade through deep snow without them.
