As a bleeding heart liberal I hate to defend Rudy Guiliani but by “domestic” terror attack he means one carried out by American citizens that has no impact on foreign affairs or policy, like the Oklahoma bombing or the Tucson shooting or (for a different country's example) Breivik's attack in Norway, not an attack from an outside source on American soil. However I'm British so there may have been one I don't remember anyway, but 9/11 really doesn't count under what he means here.
