I think you're missing the point. If you have trivial command line needs, CMD may well suffice.
If you need more capability, TCC (the CMD-equivalent in Take Command) offers 170+ commands and 450+ internal variables, and loads in 0.07 seconds.
The tabbed-window environment of Take Command isn't intended to be loaded repeatedly -- you would load it once at startup, and then start & quit your command line windows as necessary. Take Command loads in about 2.5 seconds on a mid range system.

As occurs throughout forums, some of the comments posted are very short sighted, mainly due to people who actually don't use TCC. I can't live with using TCC and I am not associated with JP Soft at all. I've been one of their core users since it first came to market. The way I look at TCC is as a super-charged front end to my command-level processing. I combine it with all my Cygwin and UNIX-like tools. It has a b'zillion commands. Fortunately It has a huge user base who do not openly complain.

Been using this since it was 4DOS in about 88. Haven't had a computer without it in over 20 years. Still do 90% of my admin work in a command prompt super chagred by TC :)

Err software like this needs to be free and open source. This is why I hate windows, you don't see dicks trying to sell shitty software that is already been made for free on *nix systems (well excluding Mac)

Take Command is three components - a replacement for the awful Windows console, a replacement for the awful(er) CMD command processor, and an IDE / batch debugger for creating & debugging Windows scripts.
Cygwin uses the same awful Windows console and lacks the batch debugger. It does provide a better (albeit totally incompatible) command processor. (At least compared to CMD; it doesn't fare as well compared to the command processor in Take Command.)
