I have absolutely no clue how you get Scorpio as the 8th House for an Inauguration at Noon on March 4, 1865 in Washington, D.C. The sidereal Ascendant at that time is about 10 degrees Gemini. Scorpio is only the 8th House for that location about 3-4 hours prior. I doubt that his noon inauguration actually took place 3-4 hours prior to schedule. You use the wrong chart for the entire analysis.

Lincoln's time is given as 6:54 am by astrodatabank with a B rating. You assume 8am, which doesn't work with your other assertions. 8am yields a sidereal Aquarius rising. Neither Jupiter nor the ruler of the rising sign are in the rising sign as you assert. Also, Mars and Rahu are in the 9th, not the 8th.
