If you are an actual pilot, then you should know that all parts of the airplane need to cross that line before you announce that you are clear of the Runway.

"Departure Leg" also known as "Upwind", or am I wrong?

The departure leg can be called the leaving leg, the goodbye leg.. all sorts of names. The upwind leg on the other hand is another leg - not covered here - on which you fly when you do a missed approach. You would basically fly the upwind leg at TPA and the same way you would the downwind leg.
