just to clear things up a bit, the usa and western Europe helped Iran from the beginning with there nuclear program in the 1950's as part of the atoms of peace program. then is 1979, after the Iran government was over thrown by the CIA, and wars and revolution broke they restarted it on a limited bases. Russia stepped in and help them restart there program.so with a watchful eye Russia does believe it is peaceful. it's the usa and iaea that clam there making nukes. which is based on a hunch.
