It's tool-assisted. That means whoever made this played on an emulator, played it at a really slow speed and used save states to get the desired effect each and every time. They might have also manipulated the in-game luck to make it even easier.

There's absolutely no way someone could play like this on a GBA at normal speed, without save states. It's just physically impossible.
