Your best bet it just to look through interviews that he's given. Once in a while you'll get a paragraph or two about some of the things he uses in the studio as well as on stage. You could also search "TV On the Radio" on flickr and look through the images. There are a few with somewhat detailed shots of his pedal board.

From what I can tell, the Death by Audio Interstellar Overdriver, Frantone Cream Puff fuzz and a couple of Line 6 DL4 delays seem to be mainstays on his board.
