learn to draw properly before attempting a speedpainting, pencil and paper- a tablet will not give you skills you don't have.
When you're ready- enter photoshop's brush engine and set opaity jitter to be controlled by pen pressure, use a 100% hard edged brush and paint away. Don't be fooled by the name 'speedpainting', it'l take you many many hours, especially when you first start out.
Remember to chose your lightsource from the beginning, and paint something that inspires you to finish!!
