This is very important historically as being Walt Disney's "pilot" effort to show how effective animation could be used in training films.
This cartoon shows how to rivet an airplane so that the rivets are flat to the surface to avoid turbulence caused by raised areas on the aircraft's skin.

Walt Disney wasn't happy about using the "simplified technique" in these educational films but he recognized it was an economical necessity due to the large volume of educational and patriotic films the studio needed to produce during the WWII years. The disclaimer at the beginning says it all.
