ah... i've worked in the hospitality business for over five years. the pressure to implement these kinds of "green" programs actually come from complaints from guests about how hotels aren't energy efficient, etc. The programs are totally voluntary, for the hotels and the guests. A lot of hotels are encouraged by corporate to switch out for low-water flushing toilets, compact fluorescent light bulbs, etc. Water bills do go down, but it's not a huge fix. This video is a wide generalization.
