May also point out in the comic books.

Both the Golden Age and Silver Age Catwomen fell in love with Batman, reformed ,and joined him in his crusade against crime. In the end, the Golden age Catwoman was blackmailed into becoming Catwoman and killed. The Silver Age Catwoman ended up being turned back to bad by Joker through a mind machine. It's not out of character for the Modern Catwoman to reform and join Batman.

You're right. Catwoman was always in love with Batman, but she covered it up by playing games with him. She couldn't admit it to herself because it would make her weak. She didn't want to be weak to any man. Her feelings for Batman could get in the way of her working effectively in her regular line of work.
