City of Shasta Lake Assistant City Manager, John Duckett, explains the Budget process in this clip from the Council Meeting of 10/4/2011. His report explains the City's payment processing procedure. He also spoke about incorrect information that Councilmember Lucero spoke about at the September 19, 2011 meeting regarding employee retirement and benefits. His attempt to explain the process to Lucero 'falls on deaf ears as she insists that the checks are signed "behind closed doors" and "rubber stamped" In this video her inability to comprehend the process and refusal to accept the facts from staff, is obvious to see. Ducket also tries to explain to Lucero how the savings of $50,000 from a voluntary reduction of staff benefits would be a benefit to the city budget.,
