EDIT: The same person who made the translations for the other drama CDs was very kind and gave me a summary of this drama.

SUMMARY
"Black Star boasts about his greatness in his favorite place, most likely, the front of Shibusen, you know. Tsubaki comes and tells him Sid-sensei told them to tidy up the library. Black Star goes with her, but instead of tidying up he decides to look for manga and suddenly a bunch of books fall on him, causing him to lose consciousness. After Black Star wakes up in the infirmary, he realises he lost his memory and asks Tsubaki to describe, what kind of person he was. Tsubaki tries her best and tells him all his positive personal qualities. However, all other friends, except for Maka, reminds Black Star that he was a total dimwit and all he cared for was he himself.
Black Star gets really nervous and tries to become the best student in class, but unsuccessfully. Tsubaki is really upset and she wants her usual Black Star to come back, if only there was a way to make him return...
And suddenly an idea pops into her head. Tsubaki gets to the front of Shibusen, Black Star's favorite "boasting spot" and starts yelling like her friend did before: "Hey, everyone! See me and remember! I'm the best Weapon!" and so on, well, totally not-Tsubaki-ish behaviour. But this revives Black Star's memories and he takes over his position again!
Later on, Maka and Tsubaki are resting under the tree, along with Black Star. They notice a crowd of Shibusen students running towards them, and Black Star decides it's his fans, but they surround Tsubaki instead. In the very end Maka suggests Black Star: "You should join Tsubaki's fan-club too!"
