The speaker was Dr. Ying-jeou Ma, Mayor of Taipei City, the Republic of China.
The peroson who after Dr. Ma's speech claimed that the speaker had not mentioned the missile threat of mainland China agianst Taiwan is Mr. Frank Chang-Ting Hsieh, a former President of Democratic Progressive Party in the Republic of China.
