"wabling track" is not b/c of who builds it, it's b/c of what runs over it. freight trains beat the track up compared to passenger trains. All that new track that's being laid for the 3rd main will eventually become just as beat up as the other track after a few years of abuse from 100 freight trains.

At CP College, that was the UPY Anaheim branchline, not the San Gabriel Sub.
