For information Lowland pipes are in a higher pitch of A, bellow-blown and sound like the Highland pipes but less loudly. It's definitively not Northumbrian Pipes, just scottish smallpipes that are very low pitched and bellow-blown. It's the same pitch as the practice chanter of Highland pipes. Same fingering and almost the same sound!
How interesting to hear Jew's harp used in Irish traditional music--I've never heard that and wonder if the person who posted this video could list the names of the musicians therein.
I don't think those are highland pipes; maybe some kind of small set of bellows-blown uillean pipes or border pipes? Highland pipes are louder and mouth-blown, and the drones go over the shoulder, while these drones are going off to the player's side.
Niall Vallely is a legend. How does he do those trebles on the itsy bitsy buttons? I love his variations and particularly love to hear him deviate from the time signature. Not so fond of the highland pipes. Sound like a sick concertina

They are definitely not uilleann pipes. Uilleann pipes are bellows blown, but the drones and regs are rested on the leg.
