There are people in that area who don't belong to gangs and would like somthing like that in their area. Taking care of it is something different.
I think the city will change the demographics by kicking out or purchase their homes at "fair market price" and build more expensive homes. That is coming. They are already doing it in certain parts of the city.

Amazing what you can accomplish with art. Too bad the real life version won't be as peaceful and serene. More like a gang recruitment center.
