Wrong. Nothing in this video was taken out of context. An UN-EDITED clip of McCain speaking was used. The man said he has "always aspired to be a Dictator." Period. In this situation, what difference does it make if he was addressing a question about the bailout (which he was) or what his favorite brand of diapers are? John McCain said: "If I were a Dictator - which I've always aspired to be." The USA doesn't elect dictators, we install them!
