Not really. I truly doubt this song is about Marr... First, the youngest member of the Smiths was Rourke, not Marr...
Second, the first/last/only time Morrissey confessed to writing a song about Marr was with "angel, angel, down we go together", and that was waaay back in the day, now he seems to care even less about Marr, so it's highly unlikely he wrote this song about him.
