that may all be true and i cant say that i'm an expert for english football, but i can asure you that schweinsteiger wouldn't solve any of those problems, since he is obviously playing his best football in the centre...
but wait, second thought he could manage the goalkeeping better ;)

The best players in the world has Spain. England is overrated. Lampard and Gerrard are far too much alike, a real good defensive midfielder is missing, as well as a real good right back or a real good goalie. And players like Joe Cole and Ashley Young have failed to show their class in an international tournament, as well as Walcott. So the wingers are a problem as well

na seriously, the last problem you guys have is in the middle... gerrard and lampard are both better then him. i don't know where englands problem is and why they don't play any good at big tournaments, but you have one of the best players in the world.
