The legislative branch proposes the laws, the executive then signs them into law of the land and it's up to the judiciary branch to uphold them. But in a broken system, when the executive branch decides to bend or break certain rules they may find not to their benefit or liking by using semantics or spurious logic, rely on a biased and friendly judiciary to back them up, and we the people are left helpless and mute.
