its impossible to cross 9 mark even if u open full throttle...!
i think in ur byke..... by twisting ur throttle the indicator is just trebbling and going above 10...!
Do u know...?? Tachometer reading is purely dependent on electrical system even though connected to engine rpm..!
When ur battery goes something wrong or wiring goes wrong even by small twist in throtle makes rpm indicator to go to 12 vigorously and wanders

i saw it... in some pulsars also cbz and some other bykes..!
If ur byke touches above 10.6 rpm on road ur byke goes around 140km/hr..!
This is impossible on 150cc byke...
So think on this Buddy..!
If u wont believe ask any expert u know...!

buddy , i accept that the tacho could show big errors when there is an electrical fault.....but pulsar ug2 can cross 9000rpm even when running..it can can reach upto 9500rpm on fifth gear /105kmph....and the 10k rpm and 150kmph relation......thats absolute wrong...
Another thing is the bike is on neutral when i shot the video .......and pls dont take my comments as offensive...cheerz buddy.....
