Other cars are ticketed at this hydrant. This is the TENTH video of this vehicle. This officer uses this hydrant as his personal parking spot. It's outside the officers apartment on 13th street nyc. Other vehicles are ticketed if they park within 15 feet of this hydrant. He is from the 42nd precinct and he parks here, in the ninth precinct.

The parking permit on his dashboard has expired on Dec 31,'08, and it is not to be used when off duty, and never within 15 feet of a hydrant.
He's a law breaker.
