Andy has feelings for Sam, but she always pushes him away and hurts him and herself with her actions. She chooses Luke, because he's the safer choice, because hasn't the ability to break her heart.
But Sam doesn't give up and in the end Andy finally listens to her heart and not her brain. :-)
