The rite lane probably a the standard 3 metres (wide) .. driver could hug to the left and still clear vehicule .. study the video closely .. and U will conclude that the pik-up has .. passenger side wheels .. within the shoulder marker line .. also .. driver following pik-up is 2 close .. Think safety !

maybe it was a broken down vehicle...sometimes cops have to make a t-stop because the next exit isnt for many miles down the road
