This video was taken at the TTC Toronto Bathurst Subway Station. It is a common practice for Toronto TTC drivers, in Canada, to park their streetcars on sidewalks blocking pedestrian access. This causes a hazard because people have to go around the vehicle and cannot see cars on the road. Adding to the danger the snow and ice make it difficult for vehicles to stop quickly.
And if you claim it was "50 minutes later" have we ever thought maybe that streetcar broke down??

I can't tell is there a streetcar in front of this one?

Yeah I agree with you here. People in general have become irresponsible at driving forgetting to remember that driving is a privilege in Canada!

I believe that those storage tracks are designed to hold up to two streetcars, or one articulated streetcar when it is properly used. There is no excuse for this

There is plenty of space in front of the streetcar - the drivers need to be told to pull forward. There is no excuse for this stupidity!
I use this particular service and have not seen any congestion at this stop, there is enough space for two cars to pull in, perhaps even three. If three will not fit, then the third needs to wait on Bathurst until it is clear to pull in - not a major thought process here! (I could only see a third in line in most unusual circumstances)

Definitely something that should be sent to the Toronto Star and the Fixer, along with your photographic evidence.
If the standby track is not long enough to fit without blocking the sidewalk, it should be torn up and rebuilt to fit through the grassy area.
