victoria is waiting so long because she needs laurant's report on the Cullens, and she needed time to decide the best option for revnge. when sh decided what she was going to do, she wanted to torture Bella and give her a slow and painful death.

Victoria has the ability to know when to get away from a situation. and i would say she got to close to the wolves, so she runs away. with all the wolves protecting Bella, Victoria doesnt dare get to close, unless she wants to die.
