Full Slayer Helm: better but for range and magic (also you need to have 400 points and completion of smoking kills to make the slayer helm)
To train on ape atoll you need to have started monkey madness, although it is not required that you complete (I highly suggest you do it is very helpful and rewarding)
A cheaper alternative to the Saradomin Sword is the Dragon Scimitar.
Also if you have the option to get a chaotic a rapier is best for training.
Anyways....

Slayer is the best way, if you havn't trained your 99s with slayer then its a pointless skill
