Talk to warlic, after becoming a lvl 5 mage you should have access to go to the wizard class training. It's the wizard shop.

what plate is that and can you get it at lv 62 if so how much money?

gilded plate and yes, I believe at lvl 60 or 70 and it costs like 400k gold but I stopped playing AQ
