Can anyone list a more secure state than Wallachia when it was under the control of Vlad Tepes? They say jewel-encrusted chalices were placed in in open view in the poorest of neighborhoods, but were never stolen. Can't get much more orderly than that. Obviously, there were costs of the most extreme kind for this.
