I didn't know that about fish owls. Do you mean Pel's Fishing-Owl? I would think that the soft plumage of owls would make them less aerodynamic but I dont think they rely all that much on speed. I think for them, It's all about stealth and being able to sneak up on prey. With broad wings and fluffy plumage, they are not really built for speed. Although the N. Hawk Owl may be an exception to this.

I see, do the silent feathers impeded the owl's speed?
What about fish owls? They aren't silent and are probably more agile because of it.

What the crows are doing is called "mobbing" many species do this when a pradator detected. Without the element of surprise, the owl really does not stand a chance in catching one of these crows; they are not in any danger.

I see. If they tried that during the Snowy Owl Breeding season the crows might just be fed to the owl's chicks though.
So the crows already knew that pushing their luck with the owl might be lethal?

They sit and wait there for prey to show up on the horizon. I'm surprised it didn't try to tear the crows to shreds for a quick snack, though; it's a significantly powerful raptor and not apt to back down from a challenge.
Were the crows harassing it?
Yes, alot of those birds are very violent. Crows were seen bothering a Red Tailed Hawk. They will group together enmass to get rid of such a danger. A young seal was found on the beach bled out from its eyeballs last year.
