Of course not. Not all problems have solutions.
When a problem cannot be solved, when faced with solid evidence that there is no practical solution, the pragmatic thing to do is change your assumptions, redefine the problem and work with what can be done.
This problem is much larger than finding alternative means to commute to a 30 floor office building every day.

Nuclear is also a fossil fuel. Think about it like this... We need all the alternative energy sources we can get our hands on. We also need to stop humping like jack rabits. This is the main cause of energy crisis. Way too much demand is caused by one thing. Too many fucking people. I will survive for a little while longer. I have prepared a little differantly than most. I have a lot of guns and ammo. To wit if I have a gun and you don't then I have whatever you have.

All of these ideas sound great. I might have some reservations about who would have control over the reserves of oil you want to store, but yes, if we don't begin to seriously develop alternative sources of energy, then we're quitting without a fight. I'm also glad that you didn't include nuclear in the list. I personally think nuclear is a very bad move.

To solve the oil crisis, we need to put half of what's left away in a safe and secret depository area where it can be stored for later emergencies. We then need to recycle and use as little as we can of the remaining half, so that experts can try to find a way to replace it with something less limited and costly. (Examples: Electricity, Human Waste, Coal, Water, Solar Power)

I'm afraid I wholeheartedly disagree. Each of us is an individual. We have the capacity for the greatest of loves, and the most vile of evils. All we need to do is spread the love more than the evil. Culture. Cultural revolution. It's happened before. Enlighten, convert, pacify.

I'm afraid I don't think we can do without any form of government YET. I don't think human nature is advanced enough for that at this point in our evolution. I think it is likely without some form of check and balance will be needed for some time, otherwise the strong would end up destroying the weak. and that is not a society I want to live in!

Maybe there is no solution. I certainly don't feel the panic most do when they say global warming. Pessimistically, millions will die. Optimistically, billions will be born. I just don't know what to think anymore.
