@no1saphead I think you have an idealized vision of the mafia with no basis in reality. The mafia moves in where ever they feel like it and they took control over whole neighborhoods, resulting in "peace through terror'.

Read Joaquim Garcia's book "The Making of Jack Falcone" and Joe Pistone's books on the mafia for a bit more accuracy.
