platinum is the only game i can rng in because it's sooo easy once you get it down! i prefer to catch magikarps in the lake in the resort area but that's just me

QUESTION:
i want a lapras in pkmn diamond. encounter slots: 2,3,4 while surfing in Victory Road [Back-1].
i found a result which should give me a flawless pokemon with the encounter slot (sweet scent water) 3, so it should be a lapras.
i hit everything perfect and got a flawless pokemon but it is a golbat.
so cant i use the encounter slot for sweet scent on the water when i'm surfing in a cave?
