All he said was pretty true (in a litteral sense) : "a weapon that can obliterate everything and our military was helpless to stop any of them."
"Stop" as in actually stopping one form of delivery system (in this case, mid-air interception). Diplomacy, developpement of a nuclear triad, and thus Mutual Assured Destruction is an horrible (but effective) deterrent. It's much saner to find ways of destroying incoming payloads than hoping no one will actually use any because we can counter-attack.

Unfortunately by the way you sound you are a product of public schooling. Please go use whatever reference sources you need and look up these two words "NUCLEAR TRIAD" and "MAD". When you do, and you understand the strength of our nuclear DETERRENT, please contact me on this forum.
