Once upon a time Juan Perez, the poorest of the poor, shoots to fame by accident when he attempts to commit suicide by throwing himself off the top of a building to protest his living conditions. The Minister for the Economy, under siege because of the scandal and held responsible for Perez' decision, decides to change his life and gives him a house, a car and a job. But when Perez' poverty stricken friends hear of this, they imitate him, threatening to throw themselves off the city's buildings. The Minister, terrified of a possible epidemic of beggar petitions, declares poverty a crime and thus does away with the country's poor. Perez is to go to jail. Years later, Perez is released from prison and returns to his old living conditions, but now knows that one day as a rich person is better than a lifetime of being poor, and does everything he can to escape from poverty.
