My theory is the PIC I chose can't go into high impedance mode well enough to completely disconnect the unused LEDs. I'm going to get a PIC12F with more capabilities and see if that fixes the problem.

Did you ever have any issues with the some LEDs turning on slightly? I'm Charlieplexing with a PIC12F509 and one LED comes on bright while another barely turns on.

@Spanky85 Double check your wiring. Also I did have problems when I tried to scan through fast enough to have them all on.
