I could be wrong but it sounds like to me the part about the newer technology than the ID card is probably the new RFID chip implanted in you,anytime something goes wrong with these cards means it's an excuse to bring in something safer.They ain't chippin me!!!

They keep using the word 'lost', but obviously these disks were stolen by a low level operator , must probably paid to do so, we can only hope it was criminals for financial gain who purchased it and not terrorists rogue states who my use it for anyone's guess.
