Not quite true, I'm afraid, The compression changeover valve is there to *raise* the compression (to about 17:1) when cold-starting. When the engine is warmed up, the COVs can be screwed out reducing the compression ratio - the engine runs fine and continues to develop good power, without giving the head and head gasket such a hard time.
The decompression levers simply hold the exhaust valve open, and are useful when starting with the hand crank, or if your battery is a bit sub-optimal.
