This silent water fall is located near Raigoin Temple (らいごういん) in Ohara city in Kyoto prefecture, Japan. Apparently long time ago, the priest at this temple was annoyed with the waterfall being loud while the students are chanting and ordered the waterfall to be silent. Since then the waterfall has become silent. But as you can see the waterfall is not silent. But I think the water when it is falling over the rocks is probably silent but does make noise when it hits the water below. I think the way the rocks are chiseled makes the water to flow silently until it hits the water puddle below.
