So, logically, the RAT capable guardians against crime in hot spots are incapable only after the area is designated a hot spot?

@mjclarke1974 legalizing crack and pcp would increase violence

Who would have ever thought! Put the police where the crime is..... MAN! I sure wish I would have come up with that one.

The reason why we have crime is because of the entitlement idiology.
To reduce crime, you have to change this way of thinking.
However, in what we call "Civilized society", entitlements, are taught to us from birth.
Whether we are rich or poor, male or female. "Civilized Society" has pressed this into our heads from day one of our existence, and "crime" is just a (Bi-Product) of it. In other words "crime", is just a matter of opinion.

@mjclarke1974 its true, if you look at the data, almost all domestic crime is committed by impoverished individuals, and when you consider the abundance of wealth on the planet, the true blame lies with greedy people who wont stop till they can horde the whole world to themselves, if only more people realized this fundamental truth we could at least START work on a solution

No, we will not "all" be a lot safer, the people in the hot spots will be safer and the people where you pull the cops from will be less safe.
When I was in college we had some hot spots. To save money we put "spotters" this the spots. The spotters were just kids with police radios that would call in trouble paid less then half what a cop would cost. Worked well.
