The name of the episode is "The once and Future Duck".

Duckman has to deal with a kind of space-time hole and copies of him from the future and all sorts of non-causal phenomena.

@smudgeVIW My best guess: Whoever was recording this from TV or a VCR to their computer had a Duckman themed sound profile running. There was probably a corresponding error box that went with Cornfed's sound clip.
