Tectonic plates have a lot of inertia and drift around on the mantle. At plate boundaries they very slowly accumulate strain energy which is released in earth quakes. If HAARP could trigger earth quakes they just saved Japan from an even bigger earth quake a few years down the road when even more strain energy had been accumulated.

Or more likely, HAARP doesn't do dick.

Their reported beam strength is 3.6 MW, which is consistent with their gen sets. No huge transmission lines go to the site. The HAARP facility has open house every year; the only requirement for attending is to be a warm body and show up on their doorstep(feel free to bring a camera).
