It kinda has a story - Tony and Ziva were once a couple but they broke up and Tony moved on with Jeanne. Ziva can't help but feel jealous and continously clashes with Tony until, at the end, she finally realises she has lost him.
The black and white scenes are Ziva's memories of the relationship.

tony and ziva were never a couple. they were undercover as married assassins.
and jenny asked tony to create a fake relationship with jeanne becasue her father is a arms dealer. and tony wasnt supposed to fall in love with her but he did and she found out who he really was and she dumped him
