You're correct. There are four sirens (they called them "Sireoles") which are driven by speed-variable motors, and the air-ntakes have solenoid-operated dampers. In some cases, two or more of them are played live on upright ribbon controllers that look like Theremin-cellos. Look on Mecanique Vivante's website for a vid of this 2nd/3rd song with better audio - the power of the sirens combined with the singer's barely-restrained power is intense. So much emotion in whatever this beautiful song is.
MIDI controlled sirens! How cool!! My guess is that the choppers of the sirens are driven by servomotors and their air supplies controlled by solenoid valves. The result is quite musical for devices normally associated only for warning the public.
