That's because it's a state income tax rate which people pay in addition to the federal tax. 10% is a very high state income tax anyway. California would benefit from repealing prop 8 which frees wealthy land owners from fair property taxes.

'Discretionary income' is what's left over after taxes and basic necessities are paid (rent or mortgage payments, utilities, insurance, medical, transportation, property maintenance, child support, inflation, food, and sundries, etc).
How much *discretionary* income do most Americans have. Not a lot.
That's why people with endless amounts of discretionary income should pay a higher tax rate.
It's just common sense.
