Yes, you are right. But see this from the view of a visitor from Germany (maybe). You can see how the motorcycledriver act. Left side, right side or in the middle. They are the real kings on the street - and they act already so. This way they are breaking traffic law ;-)
I was 3 weeks in Bangkok last time and have never seen an accident in this time. Compliment to all!

Law enforcing is relatively lax in Thailand. But no rules? Why? The video shows no breaking of traffic law. I see cars lined in neat rows with patient and very calm drivers. They don't even sound their horns. Only a few beeps from a motorcycle are heard.
